It is with heavy hearts that we announce the passing of Dr. Richard “Dick” Owens of Sioux City, a true giant in the Iowa disability community. Dr. Owens dedicated his life to advocating for the rights and well-being of individuals with disabilities, and his impact was felt far and wide.
